State of Montana Modernization Project

Montana's legacy system for documentation of APS investigations provided only the ability to track the count of investigations with a small narrative description of the case. The APS Enhancement Grant for Montana Adult Protective Services provided Montana the opportunity to replace the system with a comprehensive system for tracking Adult Protective Services investigations.

Montana’s vendor selection criteria required a vendor who could provide commercial off the shelf products with custom integration services as necessary and allow for changes as needed locally. Montana Adult Protective Services believed that in addition to the right partner, the partner's system workflow should match best practice methodologies out of the box rather than modifying the Adult Protective Services program process to match the vendor’s product. After a thorough search, Montana selected JUMP Technology Services as its vendor. The JUMP team had more than a decade's experience serving Adult Protective Services and had made a substantial investment in supporting the APS community even during times there was little federal funding available.

JUMP Technology Services provides the LEAPS system to 53 Adult Protective Services programs in the United States. LEAPS is a comprehensive web-based system for documenting reports of adult maltreatment from the community through the intake, screening, investigation process and service planning.

The LEAPS design matched the APS workflow and provided customization tools to allow Montana specific lists and terminology without negatively impacting the underlying NAMRS data set built into the system. A criterion of Montana Adult Protective Services was for the vendor’s system to be compatible and capable in supporting Montana's reporting of Case Component data to NAMRS.

The selection process completed in 2016, and LEAPS implementation occurred in February 2017. By the end of the program, Montana had implemented multiple, connected systems to achieve it's project goals:

JUMP's mission to deliver services with the feel of a custom solution at the cost, convenience, and reliability of commercial off the shelf (COTS) software allowed Montana to implement an integrated, cloud based enterprise system.

Provider Orientation Portal for California IHSS and Public Authority

Riverside County California, contacted JUMP Technology Services in 2018 to determine if JUMP could provide a solution to address problems with the enrollment process for IHSS providers in Riverside County. One of the components of the process was a "provider orientation" which involved scheduling the provider to view a state produced video at the county's office. Riverside wanted to publish the videos online with tracking that the provider met the requirements along with the additional requirements. While another commercial system was available, some of the features Riverside needed were not included.

JUMP's system, BOUNDS was already in use by provider licensing and management programs in Montana and Idaho. With a minor modification, the system was connected to video streaming which providers can view on desktop or mobile devices. The system was launched in February of 2020. By late March, 2020, the COVID19 shut downs caused a crisis for other counties who had not already moved online. JUMP added an integrated digital signature solution to meet the challenges of providers who used only mobile devices to complete the process. With the new solution, programs were able to avoid the cost of third party digital signing solutions.

JUMP is currently completing expansion of the program to integrate Registry Provider enrollment features. This will close the loop and provide a single login for providers and programs to leverage automated reporting and check in.

Idaho Residential Assisted Living Facility Program

In 2015, JUMP Technology Services was awarded the provider licensing and enforcement system for Idaho's RALF program. The system includes program, provider, and public modules to assist the program in monitoring provider compliance with facility licensing standards. Using an innovative approach to reveal non-compliance in a publicly searchable tool, the system has been credited with doing more for facility compliance than any enforcement measure because gold and silver award winning facilities are visible in the list along with providers that have frequent noncompliance. Gold and silver awards are issued to facilities with a number of clean survey cycles.

The system includes a training module for facility administrators and staff, making online registration and publishing of CEU certificates electronically through the provider portal. The system will soon be integrated with self service online courses and certificate publishing.

SDM Integration in LEAPS

LEAPS customers utilizing SDM intake have their tool built into LEAPS. Using a streamlined process to capture the decision markers and scoring of the SDM intake, the investigation can be screened out or assigned to staff as an investigation. The integration prevents duplication of effort while allowing the program to reflect accuracy in community reporting counts. The integration project is under $20,000 and takes roughly 12 weeks for customers who have an existing SDM product from NCCD. Contact us to learn more.

Utah APS Portal

With Utah's recent Financial Exploitation grant, the program began involving forensic accountants on financial exploitation cases. The program needed a secure way to share documentation from inside of LEAPS. Leveraging our Program Portal, Utah is able to publish documents to the accountants via the secure portal. The portal is easy to use and takes less than 6 weeks to implement the integration. The system costs $10,000 annually and saves APS programs time while securing the documentation. This portal, also in use in Montana, is capable of cross reporting.
